Shopify B2B has no buyer-side order approval workflow. Native permissions offer exactly two levels, Ordering only and Location admin, with no spend limits, no order ceilings, and no way for a manager at the buying company to sign off before an order is placed; the only native review mechanism sends orders to the merchant as drafts. Does Shopify B2B have order approval workflows?
No. Native Shopify B2B gives company contacts exactly two permission levels, set per company location: Ordering only and Location admin. Neither role carries a spend limit, an order ceiling, or an approval step. If a contact has ordering permission, their order goes through at checkout. Every time.
The one review mechanism Shopify documents runs in the other direction. A per-location setting, "Submit all orders as drafts for review", converts each checkout into a draft order that the merchant reviews. That is the seller checking the buyer's order, not a manager at the buying company approving a teammate's spend. Shopify's B2B documentation does not describe any buyer-side approval feature as of the last verified date.

What do the two native roles actually allow?

Two details make the ceiling obvious. First, roles are assigned per contact-location pair in the Shopify admin, so even the "admin" role is a visibility upgrade, not a control upgrade. Second, contacts cannot manage other contacts at all: inviting buyers, assigning permissions, and removing people are documented as Shopify-admin operations performed by your staff, not actions a buyer can take in their account. Why merchant review is not order approval
It is tempting to read "Submit all orders as drafts for review" as an approval workflow. It is not, for three reasons:
- It reviews the wrong side. Draft review routes every order to your team, the seller. The person who actually needs to sign off, the buyer's purchasing manager or finance lead, never sees it.
- It is all-or-nothing per location. The setting applies to every order from that location. There is no native way to say "only orders over $5,000 need review" without code.
- Conditional rules are a development project. Shopify's documented path for threshold-based review is a Payment Customization Function: a custom app you build and deploy, and the order still lands with the merchant, as a draft, for the merchant to complete.
The structural problem: Shopify built a review valve for the seller. B2B buying needs an approval chain for the buyer. When that chain does not exist in the platform, it moves to email threads and chat messages, and your team becomes the switchboard for another company's internal sign-off.
